Currently tasks are defaulting to "All Users" for both "Visible To" and "Editable By", but this makes the tasks not viewable by default for non-logged-in users. It should be the default for tasks to be public in the interests of transparency. The "Editable By" should default to the Trusted Contributors project if possible. See if Phabricator can be configured to make these defaults.
